Aquatic Industries Heater/pump Operation Question

New to spas, I have an Aquatic Industries tub with the Hercules control, when running it on the timer, the pump will shut down but the heater continues to run, is this normal to have the heater run with out the pump circulating water? I have run the spa up to temp and the heater does shut off, just concerend about leaving it run with no circulation? I have verified the pump is shutting off, not on low speed.

There's probably a problem with the pressure/flow switch...The heater should NOT run without the pump running.
What the heck do I know, I only started in this industry in 1981, and retired from it after 33 years.

If you can't sell it on ebay, it may not even qualify as landfill.
